Reading through all the older posts, and I know you guys will get angry for me saying this but, remember that Team Fortress 2 is now over 7 years old, you guys just can't expect Valve to put deadlines for free updates of which they don't even make that much from anymore, remember that Valve don't have to give you updates, they could simply just go. "We are done with TF2 Now" and probably will in the upcoming future since TF2 is not as important, its pretty much a finished game. So be patient with their updates, there is always going to be delays with a 4 person team working on the project, and remember that TF2 is now an infinitely small blip as they are just about to push their new Engine, its not just TF2 receiving lack of updates, its also CSGO and Dota 2 too.

As for not making much money, TF2 rakes in a huge amount compared to other 7 year old games.

While it is still a huge amount per year, if you compare it to CSGO ( Which makes an estimated $0.6m per day ) its pretty small.
