Last anyone over at TF2maps.net heard is that the TF2 team didn't want to do anything like CSGO operations and that maps were always going to be free, but wanted to come up with additional ways for players to donate to map makers. That was over a year ago though so things could of changed of course.
I love Hydro, too bad it's impossible to find reasonably full servers playing it.

I was there when it was being tested on the TF2Maps servers and everyone left before the map loaded except for like 3-5 people, which is a shame because it was pretty fun

either they planed in advance to deliver that content with absolutely not a single tie to the xmas event(the non-existant xmas event), or they felt like delivering it right after the EOTL fiasco.

Well, the three weapons were rushed are rather un-finished, when the update itself hit they had no kills icons and the Quickie didn't even work until the January patch. Mannpower itself was just a fun gamemode that was most likely the "new unique tf2 gamemode" they showed tourists of the valve offices (along with those supposed water balloons.), they most likely released it just to have new content. The gamemode was beta and had re-hashed maps, and the weapons were broken. (And the stats of the Iron Bomber and Panic still need help). I imagine this would have been February's update, and was just released earlier to calm everyone down after the EOTL fiasco. That's possibly why there's so little content, the content update for Q1, Like Boogaloo or Strongbox, may have been moved to Smissmas. Of course thats just my speculation

You act as if half assed rushed updates are something uncommon

Honestly Love and War felt like they threw together what little content they had along with a few reskins to ship something with the Expiration Date movie, though I probably quite wouldn't use the term "half assed" to describe it. More like "Oh shit we gotta ship something with Expiration Date".

every other "major" update in the past year, they had to fix bumper cars and game breaking exploits on halloween, and in Love and War they thought of the dumbest most un necessary class nerfs some of which still havent been fixed dont forget to mention the various, taunt into enemy spawn issues and back scatter not getting a craft recipe until a few days later
This is quite possibly the only taunt on the workshop with decent enough animation to consider including it in the game.

If it's anything like the dance fortress 2 incident, valve will want the animation to be less stylized.

I think it's pretty fitting in comparison to the dance fortress stuff. In that the characters are dancing way better than makes any sense with their characters. It has this heavily choreographed nature that looks pretty out of place for a bunch of mercs in the desert. Hell, heavy is doing flips and handstands and shit. In this though, engi's just riding a mechanical bull around, which fits perfectly with his character. The animation is a bit more fluid and stylized than the normal game, but it's nowhere near as jarring as the dance fortress stuff, and the content is much more fitting.
I'm a really big fan of the comics and comics in general so this 2 month wait is so fucking annoying, especially since I thought it was going to be a physical monthly release when it was first announced

You're insinuating valve will actually stick to a deadline
With all those long comic waits and update delays, Valve can be described with an old joke:
"Why all of my customers are unshaven?"
"Because you should try serving at least one of them [I]in time[/I]!"
And the community starts looking more and more like:

Pyromania marked the beginning of the end for the golden age of TF2, with the onset of the dark times forthcoming.

If it wont happen next week, they'll be breaking records in how many days we didnt have a major update!
And if it wont happen Next-next week, they'll go over 200 Days of no Major Updates.
So we can expect it very very soon.
