No, EP3 would be shit with hats, period.
There is no way for hats to fit into Half-Life 2, even if they fit the artstyle.

We were merely joking about it, there's no way in hell we'll have any kind of hats or whatever on Half-Life. The mere presence of cosmetic items on a singleplayer game like that would be both senseless and stupid, and Valve knows that perfectly

I don't think you'd have to worry about hats appearing in Half-Life, Valve already considers Portal to be the "wacky" end of the Half Life Spectrum. (Take what you will from that, Portal is a mix of humor, dark humor and dark & depressing undertones in the same sci-fi setting)

In all honesty, Valve's actions lately have been getting on my nerves... so although the idea of an EP3 hat-shop being introduced seems so outrageously out of place that there is no chance that it would be added, this seems to be the perfect opportunity for Valve to go "Haha, we're adding a shop to the game where you can buy unfitting items only obtainable by you giving us more of your money; as a joke! Didn't expect that now did you, we're just that hilariously wacky!".
Part of the reason why I love Valve as a developer, they can make fun of themselves.

True I guess, but I'm still having issues imagining the HL2 cast with any cosmetic apparels that doesn't serve any other function than looking cool. The beanies are understandable, the gray skies and nearby coastal regions does imply that HL2 takes place in an area that might very well be cold and windy.

I never said it was the entire problem, just another cancerous detail of the problem.
The gameplay has gone to shit with the extreme amount of weapons where many of them are generic stat changes or stealing attributes from other class roles, and the hats and the looks of the many weapons has completely destroyed the once beautiful and harmonic aesthetics of this game.
This game is absolute shit compared to what it used to be, and it is this way because Valve and the community stopped caring completely about maintaining the original feel of the game.
There is no 1960's action-movie theme to it anymore, the class roles are no longer easily distinguishable and unique, their strong personalities are no longer reflected by their appearance and the weapons they use, and the "Team" aspect of the game has basically been thrown out the window when you can just switch loadout instead of having to rely on your teammates to take care of your counter-classes.
I wasn't aware you could change loadout mid-battle.

It is irrelevant. What is relevant is that once you've been countered by the other class, you can change your loadout when respawning and continue on playing the same class, instead of changing class or having to rely on your teammates to help you.
Aside from this, due to the extreme amount of unique weapons, you can not often know exactly what to expect from another class anymore. It's a chaotic snake-pit of different classes equipped with random weapons.

The problem is that you don't consider your oppositions arguments, you don't even consider changing your opinion or listening to what the person you disagree with has to say, you don't bother using arguments to defend your opinion rather than plain insults, you do this because you don't even consider that your own opinion might be wrong.
