Did you personally ask the item creator if it's a mask and not just a scary skull head for Pyro? Either way, why does it matter? There are clearly items that aren't just masks for the Pyro's head, and assuming it's anything other than the Pyro, such as a human, is missing the point of the character.
IMO the Rusty Reaper is a new bot head altogether. I mean look at the neck on that thing...that looks really thin to me...and I'm pretty sure it was taken directly from the bot Pyros heads and given another filter thing on the side and made paintable.

Outright showing that he's a robot at any point and ruling out the possibility of being a human completely ruins the point imo.

the problem last year was and always will be people feeling like they need to submit non-halloweeny items for halloween. chinese soldier could've easily gotten in later and they decided not to do that. this year people understand the idea of "everything is restricted so go all out" so it should work fine. i would like them to revisit the few, non-halloweeny restricted items and rerelease them somehow without disturbing their value. or whatever.

Valve never cared to add them so the contributors were pressured to go for halloween because they thought it would never get in, which is depressing but sometimes very true because some pyro heads sat on the workshop for years and were instantly added for halloween (despite being vaguely halloweeny)
What are the chances of getting new weapons this update? My backpack is nearly full of spares I've been hoarding all month.

My 3 cents... I dislike restrictions but I think the idea of "halloween maps are halloween all the time" makes more sense. The enterween seems like a reasonable expectation for regular maps, and if you don't like halloween why would you be on Ghost Fort or Helltower? I'm concerned about the gift comments. Aside from the math, my gift farming plays no role in someone else's ability to get a gift especially if they're playing the game normally and I'm on a farming server. What affects that person's gift getting is if I join that server, see gift spawn, ignore all objectives, get the gift, then leave. Which is what you get when you can't easily farm the gifts. On maps like Viaduct and mann manor this is especially common and in the old way of doing things when it was a free for all, _everyone_ stopped what they were doing to get the gift and it affected gameplay significantly. I just don't buy that the gift farm maps affect game play in any manner.

I'm no expert, but using the digit ratio theory this person/puppet/whateverthehell is probably female (however this appears to be some art, not an actual model so it might be different than in game). Supporting this theory, the thingy is using a crystal ball which are commonly used by gypsies and fortune tellers, who are almost entirely female. I think this will be some kind of witch or possessed puppet and will have MIRISMUS involved.
The lore was broke when they added earbuds and unusual effects. Why is "the lore" suddenly an argument against restrictions?

Earbuds take up relatively little visual space, like the Max head are only available in small number, and were some of the first promo items before Valve experimented with how much stylization was necessary to keep the game somewhat consistent in the long run or even came up with the idea of restrictions for very weird items.

I pointed out that having a chinese mustache for soldier isnt outrageous when you compare it to the other shit added in the past. I know the examples I used were promos, but they used to really care about not breaking this "lore", but they still did by adding Max Head, earbuds, dangeresque too and with many others. Heck even the goddamn toque doesn't fit the heavy's character, so technically you can say that the "lore" was broke in 2009.

It's a game set in a really silly art style in the first place. Gametheorys used the same theory to explain that the Pyro was a gay male and it's predictable how that went (even though people shouldn't care since it's a satire channel), and the very idea of comparing finger sizes on video game models to determine sex is laughable at best. I have a question. Especially now seeing Valve's response to the gift issue. Do automatic achievement unlocking on join servers still exist or has that issue been resolved?
