i'm running the game maxed out, no mods installed and the game runs smoothly as silk. every recent patch has worked, and the hatless patch didn't break anything so.. what other conclusion am I left to draw?

That's confusing. If it's a promo, it wouldn't make sense. And it would be the same case with Rift. If it's just a weapon, the stats would probably be bad..

Taunts missing, poor animations, poorly textured and modelled items... Tell me, when did you last use a Sco-Res? Try to equip one, or a Kritzkreig, even on max settings your eyes bleed.
TF2 is filled with bugs and poor optimization, and Valve stopped giving a fuck because they prefer spitting out promos.

Well, people who can talk got sick of it long ago.
Sadly, the people who go on forums are the minority, so Valve believe the majority of TF2 who is derp and have no clue, love their promos.
