decals are not actually gone, item server is playing tricks with you.
I checked mine in-game, too. They had the texture. Then they didn't. Then they did.
My decal was gone but now its back again.

Valve pulled a bait and switch, for a few hours in the first update you could craft store items. then they change it JUST after I bought those.
