Try tf2 warehouse mate, Objectors are pretty cheap there. Decal tool is a different story though...

Objectors have 256x256 i think. At least I used 256x256 for the sign.

Err no. It requires the link, not the director in your computer.
Upload it to imgur.com and take the link from there. It'll be visible to you as well once you've gotten it working.
