If it's against the TOS, most likely not, but sometimes Steam servers are faggy so they'd take a bit of time to display.
Restarting TF2 WORKS sometimes.

Same here, just applied a decal to a photo badge. It's showing up blank while my objector is fine.

It's safe to download assuming it's the same DL link in that one video that the guy on page 36 posted. I downloaded it and used it for my flair.
