The scout isn't tactical at all, his style isn't fitting for the Ocelot Unit. Maybe his demeanor matches Ocelot's but thats exaggerating.

The spy needs a good theme besides Chemical's Fez pack. Or you could do it for scout but remodel him to wear the uniform

I compiled the mini-sentry hat thing, but I have a problem. For whatever reason it's always colored blue and not red, and for whatever reason the tape disappears depending on what side it is and how it is you view it.

Plus it's a mini-sentry. I'd have to make it team-colored. Why would engineers run around with a neutral mini-sentry?

Unless it was something they secretly took out of the factory before it was assigned team-based colors.
