They are custom skins/sounds/etc that only you can see and hear. They replace things that are already in the game like hats or certain sounds.

Wouldn't fit as well, though. I edited up that file so it's about 3 seconds, compared to the 2 seconds or so of the original regenerate sound. It's as much as I could get without chopping off any of the voice.

Dumb question warning.
BUT is that shine effect on the tip of the knife with a custom skin or the knife it self, maybe even none of the above and just something in TF2 I've not noticed before.
