I think it'd go better as a replacement model for the Backburner, you should submit it without wanting it as another weapon.

I was just on a server where at a headshot, the head would fly clean off,like the decapitation, head falls off, i was wondering if this could be made into a cilentside mod

I'm horrid with names, so I've got no comment on that. However, I would vote for a flamer that has low flame damage (maybe like 50%?) and distance, but does huge, fast afterburn.
Normal afterburn is 3 damage every 0.5 seconds for 10 seconds. I say up it to 4 damage every .25 seconds for 6 seconds. this equals a total of 96 damage, compared to the normal 60.
Although this would probably encourage W+M1ing, which we want to avoid. Whateva, I say just go with something based around altered afterburn.

For a negative, 10-20% shorter afterburn and/or 10-20% less damage?
the firespitters airblast could live up to its name, spits a ball of fire which when lands, ignites everyone in the splash damage, whilst airblasting as usual
