It was bubbly because they were spaced out, hardly joined together. Less "white space" wold very seriously help the cloud look like a cloud.

If you want to blend vertex normals, I suggest doing it in 3ds max, atleast until the blender smd tools are updated.
I don't know if this was part of anyone else's childhood, but I felt compelled to work on a Sly Cooper cane. But as said, it would definitely need more polygons, and the hook's shape doesn't quite match the art. Also, the whole handle/wood seems gradually to thin out towards the bottom in the artwork, with the gold piece being no thicker than the wood.

I want to get a cleaner version done tomorrow. This is another reference I used. But yeah, it seemed to fit nicely; sly does parkour and steals stuff, scout jumps around and takes the intel... both have love interests that love/hate them... One last feedback - what if you parented the object to the player's root bone (bip_pelvis) instead of bip_head? That way whenever they tilt or turn their head it still rains on them and not off to the side.
