Thanks for the feedback, the corn is just a stock vector i grabbed as a placeholder, when i draw one up ill be sure to tone down the detail and make the letters less squashed.

gotta edit your phongexponent to something like 10 or 15 and phongboost to something higher than the default, a good starting value would be 1 or 2, and if it isnt shiny enough go higher and if its too shiny than lower etc

Yes, in this particular picture, it is easy to see what teams these men belong to, mostly due to the bright rags on their necks, which are apparently the main sources of team colouration for the item.
However, the problem is that these men usually carry sniper rifles in their hands, which are very likely to cover most parts of the rags.

Same happened with the Heavy Lifter: the Workshop pictures were showing it only in the reference pose, and only when it got into the game, it became clear that its team-colored armbands, which were located almost near the elbows, were frequently covered by the Heavy's own forearms, resulting in partial loss of important team colors.
Other sources of this Sniper item's team colors (the emblems on the shoulders, as well as the shirt cuffs) are barely noticeable because of their size, and the fact that the coat itself is slightly team-colored doesn't help much, because the RED version, which uses the color of the default pants, appears more green than red. In addition, the differences in the coat color become tiny when the Sniper is standing in the dark.
All this is made worse by the fact that the Sniper usually stands far away from the enemy, and the said enemy has little to no time to understand what team this Sniper belongs to before getting shot. Furthermore, practically none of the brighter team-colored parts can be seen from behind.
I advice to add bigger and more obvious team-colored elements to the shoulders (armbands are the most famous example) so they can be seen from the front, rear, left and right (like the Sniper's default shirt) and would not be covered by the Sniper's weapons. Even the listed Chronomancer and Poacher's Safari Jacket had more or less of them, and even their team-colored cuffs are bigger.
If you do not wish to change this item (and even if you wish), at least show us and other people the pictures of how does it look like with the sniper rifles, from behind and/or in the dark environment.
And by the way, what is the theme of this set?

It's not just team colouring, placement of colours that don't change between teams is important for identifying which class is which. You've completely changed the Sniper's vest, it's gone from dark brown to light grey/navy blue. Sure, you're not going to suddenly think he's a different class, but it's going to confuse you for a split second. TF2 isn't looking a static image of the item, classes are going to be moving, be in different poses, have weapons cover certain sections and sometimes the environment will be blocking different parts of them. That split second of uncertainty about what the other player is could cost them their lives.
Not only that, you didn't even address my point about the silhouette at all. Sniper is very tall and thin, the whole coat, especially the bottom half of it, make him a lot bulkier and add a large covered area down to his knees. The classes in TF2 all have such well-thought out colour placement and shapes that makes everyone identifiable at a glance and stuff like this just worries me. I'm sorry.
EDIT: About the Chronomancer and Poacher's Safari Jacket, they do change areas of team colouring, but they were still obvious and they change them using nearby colours. They add areas of light/dark brown that already appeared around the Sniper's sleeves while still having large stripes of team colouring from the side, that yours doesn't. You've replaced it with the colours from the Sniper's trousers, which have no place being anywhere above his lower half.

I like the idea of it. The collar of the shirt needs to look a little more like a collar, though, and the tie looks like a noose.

This was an argument I made back when Ertz, Stev, and I were working on the Down-under Duster. This argument isn't a solid enough foundation to give reason to leave team color as is as we learned during our experience. The chromomancer is literally terrible with its dark team colors that aren't visible past mid range, and the safari jacket's colors are fine because there are a lot of them and they are also bright.
I would suggest making an armband instead of just team coloring his logo, because the small strip below the elbow and the logo aren't enough on their own.

I don't have the energy to adress all those crits individually for a second time so i'll just cut it down to the following:
I've considered all the details and my opinion is still that it everything should be fine. I will not be changing anything about the fundamental design beyond this point. If you still find major issues with the design feel free do downvote the item once it's uploaded.
Generally I find the most interesting items are the ones that challenge the rules without breaking them. And thats usually what I try to do with my designs, being conventional and sticking to all the rules just means you'll end up crapping out generic items over and over.
One might want to consider that just a few years ago any item that was larger than a characters hand was seen as too much by many members of the community, and back then one of the only people who was willing to bend the rules was svdl, and look at where he is now.
