The belt/one-piece is effectively impossible due to the spy's coat tails. I've tried using packs to hide them while experimenting around with ideas and there isn't a way to make it work and look appealing on the back, especially while crouched or jumping.

Judging from the picture, it looks like the coat tails have been replaced with gadgets on a utility belt, then again, depending on the size it could potentially look pretty bad.

Unfortunately, in the bind pose, the coat tails look far more benign than they actually are in-game, where they move nearly as much as soldier's coat flaps do.

Effectively, you'd either need to make a rather bizarre looking wall of packs that progressively get larger the closer to the center of his body they are or do something really gimmicky with clothing tied around his waist in order to work mechanically, and it wouldn't necessarily make sense or look appealing. Unfortunately I doubt they'll ever get a bodygroup, either, as that'd break the smoothing significantly on his coat.
