Because Heart effect is worth more than green/purple energy on scout/medic and probably pyro? Some other classes's hats with heart are also worth more than energy.

I've only ever seen sellers saying they're valued more highly. I've only ever seen consumers offer 11-15 keys max. And I've never actually seen one sold to someone.
They're not worth as much as they used to be. For a while you could pretty reliably get 1+ buds.
