most dota unusuals aren't worth that much from what I've seen... mostly 10 or something keys

Because of how little variety in Dota unusuals exists at the moment, versus the number of unusuals being unboxed at a constant rate (since there's like 5x more Dota players than TF2 players at any given time).
Owning that unusual is the equivalent of trying to sell your N&B mongolian when there are 50 others for sale on the market.
ok so I found a salvaged crate today and everyone was like "please give it to me yoshi".
I don't trade so I have no idea what it's worth.

Yeah, some of the prices can be a bit hit & miss. They can give you a kinda ballpark figure, but not much more really.
Generally speaking, cheaper unusuals are more accurate than expensive ones. Although saying that, it lists my g.fetti Guadalajara as 21 keys and it's like, double that.

I was just going by the fact that it's one of the least-liked effects on one of the least-liked spy hats.
You could stick with 18 for a while though, make sure it's well-advertised, and see if anyone's interested. You can also look on outpost for people buying unusuals with keys. Offer them the hat for 18, and see what they say. Some might reject you, some might make counter-offers
