You can fix l'inspecteur's failings with paint, nothing can fix the buckaroo's ugliness.
L'inspecteur is both an equivalent effect and a better hat.

Overclocked is only worth anything because of hype, and will be on par with orbiting fire given a few more weeks. The whoopee cap is also the second worst scout unusual hat behind the Bombing run.
