Guess so, although Halloween paints are much higher-profile and more widely-circulated than one-off things like that. I think the backlash would be too strong for Valve's liking - ultimately they have to keep the 'rich traders' happy because they buy/sell lots of stuff on the market and keep tf2 items being worth high amounts.

I guess we'll have to see though - they could re-add them as rare drops or something, or introduce new ones

There aren't really that many special paint owners and most of them knew what they got into when they bought such an item. It's not like the scarves were almost unique or anything either, there were probably hundreds of them.
