That's why you count down. "Three, two, one, go!" He'll taunt thinking you're going to taunt too, by the time he realizes you haven't taunted, he will already have begun. And everyone knows in TF2, once you taunt, you cannot purposely stop it.

Go back to the capture point and start capturing it. While Soldier runs to the control point, go inside the intel room and destroy all the lights in there. That should give you some advantage to fight him.

iv tried that during different situations it has never worked.
Approach him and ask his opinion on your new spy disguise (implying you are on your side ) , and ask if anyone has really been far even as decided to use even go want to do look more like.
When he thinks of what to say , grab the chair and throw it at the nearby respawn door. When he looks at the door , punch one of the TV's on the wall and grab shards of glass from one of them , and proceed to cloak away and then decloak and throw them at the soldier.

Crawl right behind the Soldier, then whistle. When he turns around, slip behind a table and grab the intel. Just don't go yet, instead wait for Soldier to notice that intelligence has been taken. Soldier tends not to think twice and obviously assumes some scout managed to get past him. After Soldier has gone for wild goose hunt, get the hell out.
