I think doing this require a lot of rebalancing.
I also am pretty sure that this is something that will never be removed, as they have always been in the game and are arguably a semi-core feature of the game.
I would rather get a job at valve, manually ban users based on proof, take a short break with some coffee than continue playing tf2 with a bunch of hackers ruining everyone's fun

I had almost the same situation yesterday but this time it was a Scout with Force of Nature. He shot me down the stairs with the first shot while missing the other and before I realized what's going on I did a 180 turn and shot a rocket perfectly into his face. I couldn't help but standing in one place for a couple of seconds processing what happened.

I find that the class that is the hardest to hit with a baseball is the Heavy. It really does not make any sense.
That reminded me of someone in a server insisting that you could throw Bonk at people.
He kept saying that Heavies throw up their arms and the Bonk! text appears above their heads.

I accidentally killed a friendly heavy who was caught in the crossfire and when he respawned he spammed the text chat with something like "THAT IS IT! FRIENDLY HOOVY WILL NOW KILL ALL!" He started using an aimbot and we all got trapped in our spawn by him

Friendly "Hoovies" are my primary target to take down, just their existence pisses me off to no end so it's like a small Christmas whenever I manage to make one mad.

I think it varried from weapon to weapon. The stock rocket launcher had a 25% ramp up.

Damage spread was the reason that the Loch and Machina would sometimes 1-shot 125 and 175 classes respectively. It's the reason why light classes could survive 2 melees to the face and walk away from it. It's the reason a Heavy could survive 3 grenades to the face . It's the reason why a full-charge bodyshot may not take down a Medic.
10%, as little as it may sound, is enough to break damage thresholds. The difference between 1 and 2 shots is a lot.
It's really only frienly heavies that piss me off. Conga lines? Let 'em do what they want, Kazotsky Kick parties? Might even join in. But friendly heavies? Nah. You're dying.

Ramp up is an entirely different mechanic from damage spread.
Ramp up and falloff are the gradual change in damage over distance. Close-range attacks ramp up a lot (usually to 150% of base damage) while long-range attacks deal a pittance (50% of base).
Damage spread was a random deviation of [i]distance[/i] in the rampup/falloff calculation. It's not a strict "deal 10% more damage", it's instead "deal damage as if the distance were 10% closer or further away"

Then of course there's pellet spread, which people confuse with the term a lot because it shares the name "spread" and people aren't all that privy to it. Pellet spread is just the random way that the hitscan markers are fired.

"You are now attacking!". Fuck you Skial and your shitty autobalance script.

if you're auto'd while you're alive. Immediately exit the server and blacklist that server and all related servers.
Also why is it that when a server detects an unbalance, even as small as one team having just 2 people more than the other team, it decides that 5 seconds it'll auto? Like if you wait just one minute there will most likely be some guy who enters and helps fill the void. It's not that hard.

And if a team is losing so badly that people are just flat out quitting, why not just hold off until the round ends and THEN autobalance/scramble. Especially since people who are autobalanced end up either quitting themselves or jumping into Spectator to evade it.
