Does leaving a casual game keep your XP?
I know I used to see it still count, but with the new UI, I don't see it anymore.
Do we lose XP from leaving casual games before they end?
(PS - Yes I actually care about ranks in casual, makes it feel like there's a point or a reward for playing.)

No exp loss. You only get the base exp you earned via points (no match completion bonus, etc.) if you finish the round, similarly to contracts. It gets awarded once the game you left is over.
Here's hoping to the "The Spring Cleaning Update" where it's literally just bugfixes and optimization and untangling of TF2's spaghetti netcode. I would be happy with that kind of update.

I seriously doubt we'll see a major update before summer.
So catbots have to follow pre-programmed routes and can't make any decisions whatsoever, right? Therefore, the best solution is to play nothing but cp_steel since they won't be able to navigate it correctly. Flawless, right?

This is unironically my strategy. Just don't play maps with catbots. They're not even that good.
unless they program them to attack/defend each point in order.
Could someone explain why Foundry isn't very good? I don't think it's liked in competitive when I think it was Valve trying to make a competitive map themselves.

at 0:45 see how there's brick with bits of sand on it in front of tunnels? I'm not really knowledgeable about it but I think its a way to take two textures, like a stone road and grass, and just overlay bits of grass on top of the road to look weathered.
Blend textures are supported by all Source games, and TF2 makes use of them as well.

I swear there's something improved about the texture blending in CSGO.
I'd say the textures are just more refined. The stone texture alone has a lot of sand in the cracks, making it blend better with the sand texture. They've also added depth with some small stone props.
