It's a lot slower than sniper's taunt kill.

Have you created a server? It doesn't work on servers that hasn't been restarted, they don't have the update, you know.

Played it on a idle server, but if it would not be updated, how would I be able to connect?

Occasionally updates come out that don't create consistency files.
Therefore you can join servers and you aren't booted because all the files that have consistency forced are not different.
You've just modded the game, as it were.
It works like it used to on the server, but your local works correctly.
I liked that music which came from Ubersaw while taunting.

Here's how the taunt kill should probably go instead: You taunt with the Blutsauger, pull out the huge syringe they left in the game's files, and use that for the taunt kill instead. It would still fit the animation, and we could keep the awesome old Ubersaw taunt.

it would be cool if the scouts sandman taunt kill knocked their head off, made it fly across the map, and the players ragdoll have a new dismemberment death animation, or use the current one

To build on that, I think it'd be cool if instead of the giant syringe doing an instant kill, it tinted the character green and gave them a particle effect that looked like green gas and flies. It would do some really heavy DoT (like 75 HP a sec) until they died.
That kind of biological kill would be more fitting to the medic IMO.
