Gulman is legendary. The, uh, creator of it, Svyatoslav Gulyaev, is famous for paying amateur programmers/artists/designers/etc to make assets for his completely clueless projects. Yet, on the internet he's claiming that he's a saviour of the Russian gamedev and even personally spoke to John Carmack about game design (yep.)
Sounds familiar? Steam is 100% accurate with that suggestion.

Assumed for a while he was delaying until he got enough pre-order money to pay off whoever he needs.

From my understanding of this whole thing, I would say at least Tommy seems like a genuinely decent person, this Frank character doesn't seem that genuine.
I think it would be safer to assume abject stupidity rather than malice.
