You know what you should do?
You should have a rtd wheel, but it should only have bad effects like drugged, frozen, infinite taunting, low health, melee only, and the jarate/bleed/milk effect.
Everytime you roll, the chat will say "Oh sorry, it looks like you got a bad effect, but maybe next time if you're lucky, you'll get godmode or noclip!" And they have to wait 170 seconds to roll to get another bad effect.
Just my two cents.

I was thinking of modifying the RTD plugin so that it would only have the bad effects, but it kinda defeats the purpose of my server having not having RTD.
Plus the plugin I use can't have multiple commands

You can try and tell the server to print the ASCII values. That's how I've had to display 'special characters' when programming in the past. A server might be the same (and will hopefully translate the ASCII value into an actual symbol and not just print out the values).
