I'll never actually call the person out in public though (unless it's BLATANTLY an aimbot, and even then) because there's always a chance that the person is genuinely that good and I don't like to humiliate myself.

Don't most people using aimbots and such just make another alt after getting banned anyways?

No one ever described a player as skilled, but as a hacker. Then I proceeded to never play on Brazilian servers again. Lag is better than that community.

I've only encountered hackers a couple of times, and on all occasions it was very obvious they were hacking. As such I typically will assume someone is just skilled rather then hacking-unless it's really obvious.

I don't know if I've ever encountered a jacket... Nothing super obvious, I've always just assumed they're really good at the game.
