From what was relayed outward, the Walkabout felt too similar to sniping in CS1.6 and they didn't want it to be like that and outright removing headshots from the Walkabout made it awful to use. Turning it into a projectile was their answer to that problem.
Only problems it has is that it's kinda lackluster in actual combat (close-mid range) and it's too easy to get hip-shot headshots from being surprised at that same range. It's only really strong in areas that an aggressive rifle sniper does well enough in but is close enough that can be easily encroached on.
Easiest solution
+100% charge time
Can only headshot at max charge
This would reduce charge time to half a second, making it a lot more capable of dealing it's 120 damage in an actual combat situation, but long enough that attempting this at too close of range would be incredibly risky. The headshot charge requirement would give those close range encounters a lot more risk to them, as they would not be under immediate threat of death unless they take too long to address the sniper's presence. Do note that this time is over double the time it takes for a rifle to be able to register as a headshot after entering scope (0.2 seconds).
Another thing that could be done is to have fatigue take effect a lot more readily and persist throughout arrows fired. Instead of fatigue affecting accuracy, have it affect damage potential. This would mean that staggering shots would be a means of optimizing your damage output and attempting to spam arrows would reduce any potential damage you could get out of even a headshot.

There's a whole bunch of ways spies get particle effects through cloak, including the really common one where a Spy disguises before he cloaks and the disguising particles still show up. It's pretty bad.

It's still stupid that the order of disguising/cloaking matters with regards of whether the particles show through cloak or not, it's impossible to know it happens too until someone tells you about it.
Maybe as soon as the spy is fully cloaked, delete all particles attached to him or his weapons.
I have no idea how feasible that is in code, but whatever. I think it does it already for the cig smoke/unusuals.

I haven't personally seen the custom plugins for it be worse, but I believe it could be with unautobalenceable people due to the plugin. I am a fan of the for shame thing as its a big fucking problem in pubs with people restacking teams and ideally its a reward when you take down a good player first once there's a disparity in team sizes that you win over them over as someone who doesn't suck so hard to fight for your team. I don't mind spending half the time playing with my friend and half against when that happens.

Considering the anomaly that sometimes happens involving the little spycicle cloud of cold this really should be a thing.
I'm all for a little bit of burden of knowledge when it comes to having people have to learn they can't just +forward into a sentry, that shooting the shiny guys doesn't hurt them and stuff like that, but I really do not see the balancing benefits or cool mechanics of "if you disguise then cloak, you're the most obvious spy alive. if you cloak then disguise, everything's fine"

Well the problem there is you either use classic Doom designs, which have next to no correlation with Doom 4 other than secret levels and maybe a few easter eggs, or D44M items which would clash horrendously with the game's aesthetic, moreso than the Deus Ex ones IMO
Servers that modify the number of captures you need for CTF. It's hard enough to find a server playing 2Fort where people actually give a shit about the intel, why do we need to get it [I]ten times[/I]?

I'm glad I'm not the only one who would love a super shotgun in tf2, especially on a class like heavy as a secondary

I'd like to see the normal shotgun/super shotgun as a promotion for the game in TF2, or even ZombiePlasticClocks' BFG as a replacement for the Cow Mangler.
I feel like if we get a new Quake game, we wouldn't even get promos from it either, even though TF2's origins are tied to that game. Atleast we got the Original but they really missed a great opportunity with DOOM.

It's sad because almost every weapon in Doom could in one way or another work in TF2 as well. At least the traditional ones at least. Chainsaw and Plasma rifle would probably be the most difficult to incorperate I'd think. Even the black medkit, the Berserker powerup could work as a Buffalo steak sandvich reskin.
Lots of potential cosmetic options too.
And what I'd love was the potential for a special MvM game mode, utilizing demons instead of robots/zombie mercs. Althoughh I'd prefer it more if they could increase the player count past 34 first, as I feel that one of the defining things about doom was being completely out numbered by the forces of hell, but still very capible IMO.

Chainsaw could work as a specialized Heavy or Demo melee, while the Plasma Rifle could work as a Syringe Gun replacement.
I wish Valve would straight up just disallow certain weapon combinations instead of trying to balance all the weapons around cancerous loadouts to make them less nightmares to play against.
Like the enforcer by itself wasn't annoying, but with the dead ringer and spycicle it was fucking bullshit, then they changed it and now it's just worse but the ambassador still has the same issue.
Just straight up stop letting spycicle being abled to be equipped with the DR, don't the black box be together with the conch. Getting tired of all this bullshit cancer combos but individual weapons are crap.

Why would you stop players from using some weapons together? That's the whole point of having unlockable, to be able to try all the silly combinaisons there is. That wouldn't make any sense and would confuse new players.
Plus the weapons you talked about are already pretty cancerous on their own, I don't think that's the combinaison that makes them op. Like the conch shouldn't even have health regen to begin with, that's too powerful on soldier, and I don't see what make the enforcer op when used with DR + spycicle.
How about instead of dissalowing item combos they would have stackable negative effects?
Like black box have +5% increased on self damage, with conch having same effect, equiped together they would have +25% increased incoming damage?
This way combo becomes high risk high reward which is somewhat justified?

That's actually a really good point. Now forgive me for the comparison, but it's the best example I can think of. When I see an enemy in Overwatch, I immediately know what punches they can throw.
When I think about it, the amount of processing you gotta do watching enemies in TF2, since the standard enemy will have 4 to 7 different primaries, secondaries and melees. It's quite large in comparison.

Not really a fair comparison since tf2 has been receiving so many new items over the course of the years but the silhouette design at the game's core is still there. If overwatch were to receive similar content in the future that could blur lines then the comparison is more apt.
am I the only one that hates cozy camper snipers with a burning passion? I mean, why basically remove his close range weakness by making his aim smooth as butter in any situation? its even worse in maps that sniper has complete sightlines in because the only real way to get by him in those situations is to shoot at him and hope he fucks up long enough for you to get by.
while I won't try to defend the cozy, the thing is saving yourself by bobbing a sniper really doesn't happen as often as people like to think. If it happens the chances are they would have missed by their own anyway.
