I had something similar happen to me, though I managed to find a work around to get it running.
Basically all you want to do is find PN2's .exe, which can be achieved by right clicking Poker Night 2 in Steam and choosing 'Properties' and then going to the 'Local Files' tab and click 'Browse Local Files...'. After that right click the .exe and choose 'Properties' in the drop down menu. After this a new window pops up, you'd want to click on the 'Compatibility' tab. Next you will want to tick 'Run this program in compatibility for:' and in the drop down menu choose 'Windows 95', others may work, but this is the one I did and can comfirm. Click OK on the bottom and right click the .exe again and choose 'Run as administrator' and click yes. Poker Night 2 should run in a lower resolution and windowed now and enter the options menu and adjust it properly. You can go back into the Properties of the .exe and turn of the compatibility mode off, though I can't guarantee it would work after that though, but it works for me.
Another solution could be to edit the Set Launch Options in the 'General' Tab in the Properties on Steam, though I'm not to certain how to work with those.

Next you will want to tick 'Run this program in compatibility for:' and in the drop down menu choose 'Windows 95', others may work, but this is the one I did and can comfirm. Click OK on the bottom and right click the .exe again and choose 'Run as administrator' and click yes. Poker Night 2 should run in a lower resolution and windowed now and enter the options menu and adjust it properly. You can go back into the Properties of the .exe and turn of the compatibility mode off, though I can't guarantee it would work after that though, but it works for me.
