In-game you gotta click on it from your backpack then click on "Set Style" and choose the style, but it won't have any effect if it ain't painted. In tfmv, you gotta select the hat and click on "Paint Items" in the top left, use this image to help you out:

Choose what vmt style you want and choose the paint and then do your thing.

Also try restarting your computer after installing net framework and run TFMV on restart.
Put TFMV in a folder in C:\TFMV\ for instance.
Make sure you also extracted the "resources" folder (that comes with the TFMV zip) in "C:\TFMV\".

Aside from puush, Imgur is probably your best bet, I wouldn't touch Photobucket
I personally use a mixture of Imgur and Dropbox, since I usually import the images into an image editor like Photoshop to combine them
