Now, if it has some particular effect, why not. Slowdown would not be fitting though, since Natascha already has that.

I agree on that another automatic hitscan weapon would be a bit boring, so it would need tactical usage (like you said, slowdown), unless it were his sidearm.

No they aren't unique, but they work, and there isn't really much else to put there, except the super unique pistol. Machineguns are for CoD and Heavies.
He will get the same weapons as the Berserker in Pvk
The reason why valve gave everyone shotguns instead of machine guns is because shotguns fit TF2 combat a lot better: close ranges, short bursts of damage, long reload times and inaccuracy. They specifically said that they didn't give everyone all automatic weapons because 2 people spraying bullets at eachother is really boring.
Minigun doesnt count cause its super inaccurate and deals a shitload of damage, and SMG deals piss for damage and is on the 1 class that actually requires you to be able to aim so it fits.

Now, back on-topic: An alternative to a fully-automatic machinegun, would be something burst-fire, or have the machinegun do very little damage to buildables, average damage to players, but eat up ammo quickly (emphasizing the spray-n-pray aspect, however the minigun does already dominate this zone). I can't think of an adequate replacement for the rocket launcher.

What about a grappling hook? He can use it to get in close and use his secondary or melee weapon to kill them. He keeps and gains maneuverability but loses his explosive power.

It'd have faster reload, faster rate of fire, bigger clip, but less damage and rocket jumps wouldn't work too well.
It could also have a secondary fire, where it launches like, 4 rockets at once, but it'd be inaccurate.
