You might be putting it in the wrong place.
Put the mod in: C:\Program Files (x86)\Steam\SteamApps\sourcemods
And then restart steam.

Out of curiosity, are there plans to add more fan made TF2 fixes from the stupidly long list of fixes that Valve have never used to the base game?
It seems to me to be the first logical thing to do in a fan made TF2. Things like the Spy's sleeves are still using the incorrect stripe width and color in first person and so on.

Did you downloaded the Source Multiplayer and set it to "upcoming" and restarted steam?

the source sdk 2013 multiplayer is in the tools list, you have to right click and select beta -upcoming from there run once then install tf2c to your sourcemods folder
