I think you're talking about the "League Client".

Saying Valve is lazy for not cracking down on it more is what people have issue with. How do you think their cheat detection works? What specifically do you think they should be doing to catch more cheaters? There's a reason cheating is so much more apparent in Counter-Strike: gameplay mechanics. You aren't going to see an spinhack in a moba, nor an aimbot in UNO. Don't forget the market for them as well: there's a depressing number of people willing to pay for cheats.

Combating cheating isn't easy as you think it's because no matter what they always come back, some people don't use the cheats so obviously so makes more harder to detect and they are always finding a way around to pass the system. Also they need to check if the person reported is an actual cheater before banning him to avoid confusions and problems for legit players. On one hand it could be skill, map knowledge, or just dumb luck. On the other, some are really good at hiding the fact they're cheating. I'll doubt people after some flukes, but unless there are clear signs of foul play, I keep it quiet. Accusations really demoralize your team.

The game has an absolutely absurd skill ceiling so when you run in to a really good player, unless you're at his level it'll look like cheating. AT the same time, the most annoying cheaters only toggle walls 1-2 times a round to get a slight advantage. The full on triggerbots and aimbots get cleaned out on the regular unless they abuse the system. And all in all, VAC isn't all that bad. It catches a lot of cheats that client AC's don't. But when you're up against a shitload of cheats, some of which are very well programmed, it's always going to be a losing battle.

CS is the perfect game to attract cheaters. It has all the one shot weapons to reward accuracy and tactical awareness, which can come from skill, but also from cheats. Add in the competitive nature making griefing fun for arseholes and cheating attractive to people who want to look good, and you have a perfect storm for cheating. The incredibly high skill ceiling of some players also means it's very hard to tell the difference between a well programmed aimbot from sight, and instead you need to detect software, which is also difficult when you're aiming to avoid being too invasive or getting any false positives. VAC is far from perfect but considering it's constraints it's pretty good. Also I expect you're not facing a cheater in every game, 9.x/10 times you're facing someone better than you and calling cheats.

If it's possible they did it legitimately then you've got to let them off. VAC is for more sophisticated cheats and 3rd party if you really care.

You fell for marketing hype, you got owned on your main account with a knife, lesson learned, don't be stupid next time. Fyi, people "spinbotting" wouldn't even get banned by Overwatch before report bots became a thing because you could play 2 games a day on an account and not rack up enough reports to have your game reviewed by Overwatch, I did that every day for months (against other cheaters because my elo was so high) on [url=http://steamcommunity.com/profiles/76561198235428884]this account[/url] before report botting started becoming more common.
