I think he doesn't have a ponytail.
Source SDK doesn't appear to be linux compatible and the tutorial I'm using says I should use that to bring in character models. Is Source Base 2007 the same thing or should I just import the character model from the game directly?
Edit: Both those options don't do jack because I need Source SDK to access in game assets, meaning I'm unable to finish the last steps to my model. If anyone wants to assist I'll add them to the creator's tab and offer an additional reward. I did almost everything from modeling to texturing and all that's left is the LODs, fitting it to the model, and exporting it to TF2, where (I am told) it will be colored.

Doesn't really look like TF2 hair, and it's pretty obvious that you're using a mirrored UV for it. Take the dark/light lines, reduce their transparency by at least 50%, and work from there. Luckily there are lots of hair items in the game you can look at for reference.
