But that's because the Engineer's the only one who's stereotype uses a cowboy hat, just like Medic is the only one who has a bunch of Nazi related stuff and Sniper has a lot of Australian related stuff. You could try and pull off Scout in medic's Nazi armor but it wouldn't work because it doesn't fit with his Boston stereotype.

Of course it wouldn't fit him, Scout's skinny little body is not really made for armor.
They've given Heavy nazi armor pretty recently, handed demoman a cowboy hat from Django, and gave Heavy short jungle pants.
