I wouldn't exactly call this workslop material.
It's not the best map on the workshop, for sure, but there are far, far worse. The fact that all of the borrowed assets are from other TF2 maps is already a point in its' favour, as far too many maps on the workshop use CS:GO, HL2 and/or L4D assets, which clash drastically with the TF2 aesthetic.
In terms of whether or not this qualifies as 'workslop material', I'd say this is about the same as expanded and/or revised versions of pre-existing TF2 maps.
