I´ve always found it to be more for calling out obvious troll submissions, or ones that are bad on purpose.

Custom stats are always shitty on the workshop. It's like no one knows how percentages work.
And they're never creative. Like, look at that one SFM shot of the scout juggling those pins. Everybody insisted: "Hey he's juggling the stats have to do with JUGGLING HURR DURR!" Not all stats have to do with the SFM shots.
And what bothers me most is when people say "it should be a reskin of x" It's like people don't want new weapons anymore. :(

Only worse thing is those "chance" weapons they keep making for some reason. Throwing or shooting a gun to only have it randomly do stuff is not a reliable or fun to use weapon, for the user or the victim.
