That's because mods are for things that aren't intended to be official items that could be in the game. They're generally made for fun and don't always showcase the author's best work.
The TF2 Steam Workshop is supposed to be for things that the author intends to be in the game as an official item and took some effort to make.
Posting a jpeg you found on google or resizing an item is hardly any effort when people make money off their submissions that make it into the game.

s3pirion and all of the others who have been invited to join the emporium have been treated like everyone else: they were given feedback based on what they posted, and as soon as they refused to take said feedback into account things became umpleasant to everyone.

To be fair, I'm on the same level as s3pirion and I hardly ever get feedback, even when I ask. Is it because people think I'd ignore it?
