Not really, but it sometimes seems so because those 2-3 people don't bother improving and keep uploading crap over and over again.

I dunno man I think that one looks pretty good compared to his others.
I think this is a sign of his visual improvement, sure it still looks a little rubbery and he did forget to make the broken off part show the barrel of the gun, but other than that it looks pretty darn impressive. Better than what I could do.

yeah he's getting better but he should still have the critical eye to realize "this is not appropriate for a commercial game, what can I do to fix that"
uploading to the workshop is literally saying "I think I deserve to be paid for this". And yeah, all of us have uploaded stuff that we look back on like "why did I think I deserved money for this", but when you've been consistently told exactly what the problem is (smoothing is the big one in this case) you should really learn to fix that before continuing

i don't doubt he improved, to be sure, but just trust me and take a look at the model in blender. i think you'd think it's pretty sloppy still.
