I'm gonna be optimistic and say the update will arrive the week of the 16th. It's gonna have anniversary celebration/Pyro/Heavy/Jungle/Halloween Update all at once, and then we will not see any major development for the game ever again. Just a prediction, I have nothing worth to Toxx it :c

The least they will do on October 10th is acknowledge the 10th anniversary. It doesn't surprise me if they were done with the update back in late July and said, "well, the 10th anniversary is only a few months away. Let's go all in until then, do tons of optimization and fix tons of bugs to make this a well polished update since we know a 10th anniversary update would attract a lot of attention."

That'll be the main focus of the new Valve-made halloween map.

Take the Tip of the Hats info with a heavy grain of salt - it won't confirm or deny anything. Medals always get the "added in the next update" treatment, and the distribution is always on the people organizing the event rather than Valve. For the most part, distribution is usually a semi-manual process with collecting SteamIDs and feeding them into a script if they have one. "A few days after" just accounts for the human side of things, because that's a lot of medals to get out there.

To be fair, that Halloween updates haven't been great for multiple years now. Hell, that Tower... thing we never got seems like such a cool concept

I expect The TF team just told the ToTH crew that they will add and give out the medals a little bit after the event has concluded. I take it as conformation that something will happen that week, but not conformation as to if it is a major update.
