Making tokens is the way to go around the lack of recipes though.
A while back I tried the Sydney Sleeper for the first time and was promptly amazed at how much better its design fits with TF2 than the stock rifle.

One weird thing that is shared between all 3 of those 6s classes is their mobility options and ability to do around 100 damage per-shot at close range with their stock primaries. All of them take at least two shots to kill due to that, so they all are fairly balanced against one another.

It's a weapon that supports the team for a support class. Ok, Jarrate is too, but it can't be used as often.

What are weapon tokens, Jim?
Soldier is the strongest class in the game [B]overall[/B]. He has the lowest skill floor (requires the least amount of effort to do well with) and has one of the highest Skill Ceilings in the game. Meaning, he becomes more powerful as players get better at playing him. He also has some of the best Stats. High HP. High DMG (can 2 shot most classes even after overheal and 3 shot all others). High Mobility. All of his weapons are viable. He can be played in a Defensive, Offensive, and Support role, or any combination of any amount of the 3. His only counters can be played around/are weak for the most part. He can operate without a medic (main drawback of demo) and preforms well with one to. If you honestly think Soldier isn't a strong class, your either ignorant, delusional, or an idiot. In 6s you can have a max of 2 Scouts, 2 Soldiers, 2 Pyros, 2 Snipers, and 2 Spys. And there's a reason double spy starts are not common in ESEA-I...
Now, how do you remedy this? Personally, i would take a page out of the book of IceFrog, and nerf him, by buffing him.
Increase MS from 240 to 280 (same as Demo)
Increase Gunboats dmg reduction from 60% to 75%
Gunboats dmg resistance now applies even if the rocket collided with another Player (currently you take full damage if it does)
HP now reduced from 200 to 175 (195 with BattBack)
There. Buffed the Class at the higher levels of Play, nerfed him at lower levels.

Low craft weapons are a thing. They're just rare because they all get immediately crafted into existence because their recipes are less demanding.

I wish you luck, but we likely won't be getting weapon craft numbers unless it's by mistake.
We first got hat and weapon craft numbers in 2011 with the Uber Update. The next year, weapons stopped getting them with the Mecha Update.
Some weapons slipped through like the Back Scatter, which didn't immediately release with a blueprint and could only be obtained through generic craft. Later we got the Shooting Star which was supposed to be case only. Some other weapons ended up craftable (some 2014 festives, achievement weapons) when they shouldn't have been, but didn't get craft numbers.
holy crap still no update? I get it TF team writing, artwork, motivation and conceptualizing is hard but it shouldn't take a full year to get at least something out. Or you know if you fine folks tell us you don't want to work on the game anymore and leave it to die that would at least give the community some non-ambiguous closure.
oh and Warframe the redheaded stepchild of 2013 got a massive facelift and just dethroned TF2 as the 4th most played game on steam so step on it if you have any gasoline left devs.

Unpopular opinion, but I think sniper would be a lot more fun to play against if the sydney sleeper, classic, and huntsman were the only primaries available.
I'm sorry but when you're up against pro snipers and/or hackers, they instantly suck the fun right out of the game. Without quickscope headshots, it at least gives your team a fighting chance while still keeping the sniper's role of being a support/pick class.
I think the huntsman could use a small re-work. Make it so you have to have full charge to get a headshot, but to compensate increase the charge rate by like 25%, so you have to actually commit to a shot to get a headshot, and prevent people from just blindly firing and getting headshots they didn't actually try to get.

How often hasn't Valve made craft recipes for new unique weapons though? I know it happened with the Spy-cicle and the Holiday Punch but they fixed that a few days later in the next patch to the game.
Well now I know the update will arrive Monday. How you ask? My glasses broke, so I will be more blind than a well-aged bat until the end of the week.

The pistol needs to be nerfed so it just makes all other classes laugh when you pelt them with 9mm instead of superior .45
A post on the subreddit made me think - from your experience, do custom configs that make character and weapon models ridiculously blocky and textures super blurry like it's 2001 actually help with framerates in a noticeable way?
'Cause back on my old PC when I started having performance issues cca. 2012 onward, I toyed around with different settings and configs and noticed that texture quality and model quality settings had zero or barely any impact on fps, [I]especially[/I] toning them down much lower than the in-game Video options allow. Going from Low in the in-game options to 'Nintendo 64 level' made no impact for me.
I think TF2 performing much worse on older PCs that used to run the game well, as well as any fps issues on more modern PCs are more a case of the bloated, unoptimized code that's been added over the many years and updates, having to load hundreds of models (new weapons, cosmetics) on the fly, as well as a much larger quantity of various particle effects on newer weapons, unusuals, maps etc, especially on a full 24-player server when large firefights get really busy.
I can't help but feel that these folks would have the same framerate if they used certain configs that provide a good trade-off between looks and performance, and don't nerf texture and model quality to a point where the game stops looking like real TF2 and more like Minecraft or some late 90's shooter. TF2 doesn't take full advantage of modern multicore CPUs and has gotten more and more single-core-CPU-greedy, but any decent graphics card from the past 8 years or so can handle the textures and models easily. TF2's performance-lowering culprits lie elsewhere, imo.
Others' thoughts and experiences on this?
So as a silly thing: the Air Strike's rockets have a unique rocket trail. Every time one of its rockets is reflected, it gains the default rocket trail. For every reflect, it gains another rocket trail. This is a relatively minor bug.
Particles can crash one's game if too many are being rendered at once. With this in mind, me and a few friends wanted to see how far it'd go to crash everyone's client with a single rocket. I lost count, but I'd estimate about 70-100 reflects is enough.

First time I see anyone suggest reworking his self damage in 1 way or another. Makes me happy. Too bad its in the wrong direction.
Any reason no one ever suggests making him take full self damage, when he is airborne, if he also damages an enemy?

That just depends on the numbers - you can increase, decrease the damage and time before the shots, in some way you could make it work. Probably.

He WOULD be more fun to play against but less fun to use and most importantly, EXTREMELY weaker.
Instead of straight up removing the Sniper rifle, dropping its base damage to 40 (120 on Quickshot, doesn't one shot any class) and increasing his chargeSpeed so that he reaches max damage (still 150/450) as fast if not faster would do the trick as well, and then you balance the rest of his Primaries around this.
Problem is, this would make him extremely weaker as well. This would also ruin Sniper duels.
An other way to approach this, would be to add additional ZoomIn/Out and Reload time. Spreading farther away the moments he can get his value and punishing harder whiffed shots.
This would be less of a nerf, make Sniper duels even MORE tense and wouldn't really fix the "unfun" problem, oops.
Edit: Before we jump into nerfing him though, keep in mind that Medics and good map design already work well enough against Snipers. Vaccinator is an additional hit on Snipers' effectiveness, though it can be soft-countered by the Machina.
I assume through all of this post, that we're talking good to god tier Snipers and not hackers.

No they do not. Only one class other than himself has any kind of reasonable counterplay, and that's spy which if you've played this game for any length of time, you'd realize is a joke.
Using the vaccinator means you're forced to run the worst medigun in the game and have your team lack a proper uber and lose fights, just so you can briefly protect one person from one sniper, ignoring his team, the need to push, overhealing your own players, etc.
If it's not a high level sniper in competitive, its the 4 bodyshot bads standing around in pubs, making your life difficult for free. Instead of dying instantly, you just take a random 150 damage while you're trying to have fun playing the game, and there's nothing you can do about it since they're all cowering in spawn.
You don't even need to be that good at sniper to abuse his effect on the midrange combat meta the game is built around. I'm terrible at it, and even I can pick any random player on the server, and just pump body shots into them all day, reducing their effectiveness easily and with almost no risk to myself.
Sniper. Needs. Rebalances.

source games run differently on every PC, your experience might differ a lot from others
I've noticed that TF2 runs better for me at dxlevel 98 than on 81, and changing graphic settings from highest to comanglia's potato only increased fps a little bit but decreased stuttering and dropped frames
configs won't help you if your cpu is the bottleneck
