I feel like we are already beyond 'plenty of time' unless we want a campaign that only lasts 1 month, or for the campaign to overlap with Scream Fortress.
It's going to be tight, at the very least.

Honestly, it really isn't obvious if it is or isn't releasing at any time.
At this point Valve could release this update on a Sunday and I wouldn't be surprised.

tip of the hats and valve worked together before with robin showing up and stuff so it really is kinda weird they havent made atleast a shitty news post about it yet

Gosh darn, you are right about that. Just remembered I got my UGC medals like a month after the tourney ended. And yeah, probably they are still gonna be some sort of cosmetics for this year TotH but they will be distribuited later.

just going off intuition and my own knowledge here but i'm pretty sure event medals, tournament or otherwise, have never been added post-event. (I can't speak for Brazilian 4v4 leagues or something, but you get the idea.)
receiving the medals later than the event usually has nothing to do with the timing of the medals release. it's because event staff has to double check and verify each steamID, usually test the script to distribute the medals to each person, and so on. even then, things go wrong. i've gotten duplicates of medals, medals for leagues I haven't played in in UGC, and so on. I haven't been on any event staff where there's not someone who is savvy enough to do these things, so i'm not sure how it works these days in the event there's not someone. it's not just a button to click though -- in fact, medal distribution for TotH last year was delayed a few days to make sure all bugs were ironed out.
so what Halloween maps are you hoping for?, I haven't checked any of the new maps yet, but I always wanted an Upward or Badwater Halloween map, so I'm hoping for [URL="http://steamcommunity.com/sharedfiles/filedetails/?id=773281688"]Hellward[/URL] and [URL="https://steamcommunity.com/sharedfiles/filedetails/?id=766145891"]Bloodwater[/URL]

I can have just Slasher this year and I’d consider it a better update than last year’s.
Sorry if that offends any mapmakers but I liked having just one map being the focus of the update.
It just occurred to me: in 4 days, it'll have been the 3 year anniversary of the Limited Late Summer Crate being released. Also known as: "that one time the TF Team released a cosmetic crate where only 1 item from it was even unboxable as Unusual so there were a dozen high-tier variants in the first hour of it."
The TF Team considered 3 days after the start of the Autumn equinox as being "late summer," so I'd say we're still looking good for a "late-summer-according-to-TF-Team" update.

I can actually confirm this as a UGC veteran, item creator, and as event staff who got valve to ship our tournament medals earlier in the year.
(This is a bit of a thesis so bear with me here)
Almost all the tournament/event medals are added post-event, especially league ones. In particular it's been over two seasons (the bulk of the year) since UGC has distributed, and they do this because of the sheer number of items they have to award, and use the same design per two seasons of each format (though there's a new design rumored after this season).
Same thing with community events, though sometimes ones like the TF2maps 72hr jam (who use an identical design each time) are proactive and get submittals in early so they get added to the schema pre event, and distributed post event. It all depends on when they submit, and when valve is patching.
This is how the item process works: after you submit your workshop submission/data setlist, you basically wait on valve time for them to be added to the game, potentially through the event itself even if you submit early and get valve to agree, they just need time to work on getting the items into the game. So that's where we're at now with the ToTH medals.
Part two is the actual distribution, which is something valve has nothing to do with. Once your item gets accepted, events/leagues are given some coding tools to plug the participants and winners ID lists into, and use to hand out the respective items via third party promotion. I don't want to go into too much detail here as this is mainly python babble, but modern distribution is handled by the event staff themselves, hence why you see duplicates/errors sometimes.
Doesn't matter if we are going to get anything substantial today or not.

While playing on Upward, I encountered a simple-to-fix yet annoying feature of Casual matchmaking, which is the end-of-match music.
Sure, it was cool and all to listen to the TF theme during beginnings and ends, but it's been well over a year now since implementation. Why can't we have the option to turn it off using the Music Volume slider in the options menu? Not only does it screw around with the playlists you're trying to listen to, but when the game makes you feel frustrated by Casual's matchmaking, which is nothing more than a neutral Spy disguised as a Matchmaking system, the joyful tracks feel like a taunt to the losing side.
"Congratulations on finally losing that bitter fight where you thought you had a chance, you silly sausage! Let us dance around you with our middle fingers Loch'd and Loaded while this maliciously sweet song plays."

Theres been multiple cases where some medals have been added later than the event. UGC medals dragged season behind even at one point. You dont see tip of the hats medal with 100% certainty in the game before the event, as they are even given after the event so it doesnt matter.

I'm pretty sure if you wait 2 weeks, you'll see a lot of new maps in the workshop for this halloween. I know atleast 4 people are making those including myself and im pretty sure the creators of bloodwater reskin some maps such as the "firewatch" one for halloween too, unless im too far from the truth. Personally, i already put one out but still got another one to finish up.

I'm one of them, but I listen to music of that era to the map I'm playing. If I'm playing on 2Fort, I'll probably be playing "If I had a Hammer" at maximum volume. If I'm playing on any frontline maps, It's usually the Red Army Choir or the Erich Weinert Ensemble. If I'm playing on Upward, I would play some music that would increasingly get faster.
I only do this for TF2 though, because for some reason it helps me concentrate. If I did this whilst playing Day of Defeat, I would go totally off course and die more times than my pulse within 3 minutes.
TL;DR: I listen to weird music to fit the maps I'm playing because for some reason it helps me kill people.

I can understand this in CS:GO but I honestly never needed sounds in TF2. Talking about pubs of course. For some time I even owned a server where I micspammed songs and people could tell me what to play. Good times ;_;

I'll sometimes listen to music if I'm just looking to unwind while playing, more just going through the motions than really getting into the game.

Listening to non-TF music is more of a casualist habit more than a competitive one. I like having classical action music making TF2 a shotgun opera, but I don't want the TF2 team to touch the voicelines at all, they are fine as of now, make no mistake. I'm talking about stuff that the Music Volume slider modifies, like the TF2 soundtrack pieces which play when you are digging through the menu interface. Not including the Casual Start-of-Round and End-of-Round jingles under the same category was a rushed choice. If it's not pointed out, they're gonna spend years ignoring the problem entirely.
