Campaigns usually run for a long time (3 Months for Gunn Mettle) and I doubt they want the two events competing with each other for revenue. Either Halloween gets canned completely for the Pyro update or the Pyro update gets pushed back and we get a repeat of last years Halloween event. This isn't pessimism speaking, it just makes sense.

I still believe nothing is happening for Scream Fortress this year, if the update is taking this long there is no way they had time to work on Halloween as well.
