The shirt and shoes look paper thin, which doesnt look good.
To me, the theme is fine, but the execution needs work like what potato said above and the shield being too detailed. Not even the liscense to maim is so intricate.

why is the camera angled 1 foot higher than the pyro
The poster quality itself is fine but SFM wise the pyro is really boring, straight torso with his head angled in a way you can't see his neck.

we wanted to make something clean and with the feel of "peaceful" rather than something completely dynamic, its not necessary to show his neck (unless you like necks and i respect that), your comment is appreciated.

what about the removal of a neck makes a person look inherently peaceful

lol im nowhere saying that we remove the neck because of that (wtf) , the pyro is just looking at a certain angle that doesnt let the neck to be visible, is just a normal Consequence since the pyro's neck is not that long (its actually pretty short), we just tilted the head so the pyro can point at the camera's angle....
the neck is there, isjust the pyro looking down, its the angle what may make you think the neck was removed.

To me the badge, while it fits the theme, looks off due to it being far more detailed than anything else in the set. And all these details will be wasted on an item that will barelly ever be seen given it'll be stuck on scout's back most of the time.
Im ptetty sure the set would benefit more if said vadge was attached to the pants item.

I remember at least 2-3 shotguns that used the flare gun animations back in the day. 1 was the classic double barrel like [Square] drew up, and there was an over under type.
