I'm pretty sure that option has been there since the beginning of Matchmaking Beta.
I saw it in my own options [I]ages[/I] ago. Definitely more than a month ago.
I feel like I'm gonna go crazy if the update isn't released tonight or tomorrow. I added money to my account I wish I just spent it on Summer Sale instead. Oh well, hopefully we will get the announcement soon.

Yeah, I'm pretty sure it means that you can either disable or enable the Contract UI for competitive, which means that contracts will most likely be completable in comp mode.

Depends. Mappers for the last four updates knew in somewhat advance, presumably taunts that might need editing to fit Valve's standards/guidelines might also be informed.
Since the update isn't tonight, why not discuss what needs to be buffed.
I haven't seen anyone use any primary besides the xbow for medic. While its admittedly good, I miss hearing the pew pews of blutsaugers as medic run backwards only to be cornered into a wall.
I also miss when every bonesaw was a great option. The Amputator and the Solemn Vow were direct upgrades which necessitated getting the attack speeds nerfed, but it resulted in everyone going back to the Ubersaw. And I rarely see a vitasaw these days.

I still think it has a good chance of getting in. I'd be honestly surprised if it didn't- it's easily one of the most popular taunts on the workshop, and it's really well-animated.
In other news, it took a grand total of one minute for someone on Reddit to screenshot my screenshots debunking the rumor. Reddit's watchin' this thread like a hawk.

Maps are a very different beast than cosmetics. As far as taunts go, it's the same with other cosmetic items. Valve tells you if they think changes need to be made, [I]but[/I] getting told that does not by any means guarantee it will get added, and you won't necessarily get that message even if it is going to get added.

Why I choose to never trust anything like that lol. At least not till I can get something I can confirm is legit at least.

Mappers know in advance because Valve needs the vmf file + any custom files to a private workshop entry so they can compile it themselves on their end (plus the private workshop entry handles share allocations, which the map workshop does not let you do for some reason).
Any other sort of content, you don't find out for certain until you get an email at the time of the update. If they ask you in advance to make some changes, that often means yes, it got in, but sometimes it does not, so it's not 100% guaranteed until you see that "accepted for game" email.

since valve is pretty okay with changing stock things that were designed/originally balanced in 2007, I say all syringues should have no random angle spread.
Crossbow is just that good.

Is it really needed though? Would it really make that big of a difference to do it like that to warrent the change?
Not to mention arcing can be beneficial to some degree as well. nice to arc of objectives in the map to kill a sentry without getting hit and all.

Cosmetic and taunt creators are left totally in the dark and, if they do find out before anyone else, it'll be via email a few minutes before the update hits.
This also isn't your que to bother mapmakers, either. From what I know, Valve is kinda fuzzy on NDAs, but leaks like that haven't happened before and likely won't, ever.
tl;dr: trust no one, not even screenshots, and don't bother your friendly neighborhood mapmen either

That's right, if any mapmakers try to spoil an update be sure to have Valve's lawyers on speed dial and teach those bastards a few things about how businesses operate.
