That was a little different, it would keep speed off of heal I think. This is only while you continue to heal a target that has used an effect to make them faster for a period of time.
Howcome Competitive doesn't have a placement match system?
Everyone's on the same level in the beginning that results in very unbalanced matches in terms of skill level.
I've played a few matches with friends that resulted in us steamrolling every time.

I'd expect this kind of response from the DOTA 2 or CS:GO devs, this was a legitimate surprise. If this continues to happen this might be the greatest turning point in the game's 9 year history.

I finally joined a fair casual game, pl_upward, no one abandoned, everyone trying their best and honestly this is much better than my experience in pubs, it replaced it for me, now just fix the GC and make a quickplay for vanilla community servers
There's people that played pass time for maybe 20 mins and got the pin, so they might still drop a few more.

In Casual you can still dick around, since you never lose any exp and the outcome of the match doesn't matter at all.
Even as a someone who still hates casual mode even after they fix these problems. It's not taking away the biggest problem i have with it right now.
Casual is still boot camp comp and we can't stay on the servers we get on.
They fixed the other things though, nice one!

I wonder how the new update will handle abandoning when the penalty is removed.
Will people still be inclined to stay and finish the match?
Payload Quickplay had the eternal problem of the losing team leaving. This was "corrected" with auto-balance, prompting more rage-quits, or mid-game players being forced to join the losing team.

in the day one update page they put emphasys that auto-balance is dead, so I guess we will never see it again. Remember the the actual day one page, it said "quickplay gets an upgrade"

Update pages aren't written in stone and are outdated the minute the update ships. Pretty much every update page is outdated now, due to balance or other changes made to the game. It's already outdated anyway, since it says you need to complete a full game, but you don't anymore.
I don't think AB is coming back tonight, but I think it'll happen eventually. Half your team rage quits because they were a stack, and without autobalance, you just kind of sit around until the server fills the slots.

It is just a question of time before all players get sorted in the skill lvl
I kind of wish i could at least see the full map in casual payload and not just stop at the first few points.
Why does "Casual" have comp rules anyway?

If Valve does bring back autobalance, they would have to prove that they know how to rework it. As it stood, it relied on a combination of who died last and how long they have been on the server.
The nice thing about Casual mode was that there was incentive to stick around for the entire match. It was more of a stick than a carrot, but an incentive nonetheless.
