Spy and Engineer
-11 unlocks each; 2nd lowest after Medic
-both uncommon picks in comp; Scout vs Heavy is biased towards Scout being prevalent. Compare with Soldier vs Demoman, who are both used often and share similar abilities.
-strong relationship in-game due to Sapper and Building relationship; Spies wreak havoc on absent Engineers, similar to how Spies wreck unaware Snipers.
-binary in balance; either a sentry kills you or it doesn't (as part of it's design). Spies either ruin your incompetent team or get shot before even getting close (due to their weakness of enemy player awareness and communication).
Both would benefit from some extra depth that makes them less binary.
If we ever have another 'war' thing, I think it would be better if team hats were available so that you could contribute to your desired team - maybe at a reduced rate - compared to just flooding the servers with just those two classes.

Balaclavas for one side, hard hats for the other?
Maybe they could rank up as you support your team and gain new styles like a Dota 2 item?
"The Propaganda Topper" (for all classes except Engineer and Spy; you don't need a hardhat as Engi/balaclava as Spy and you can't support one as the other)
Level 1: Engineer Hardhat. Level 2: Hardhat with goggles on it. Level 3: Hardhat and wearable goggles. Highest level: Mining Light + Goggles. Maybe top contributors get a 'lit' mining light hardhat?
Level 1: Balaclava. Level 2: Balaclava and cigarette (unlit). Level 3: Balaclava and cigarette (lit with pipe smoke effect). Highest level: Balaclava with lit cigarette and Fancy Fedora. Past that, multiple cigarettes a la the "Gentlemen?" meme.
Colorschemes of both items would match each class's natural color scheme ie Soldier's helmet/balaclava would have the same color as his default helmet, Medic's would be his labcoat color.
Would make a cool memento from the update. War should've had something similar; Demo beanie/eyepatch and soldier helmet.
if a update for spy vs engi happens . I hope they correct the hit boxes with the player models or atleast make new weapons. :cry:

They're not actually weapons either, just a Cosmetic with no equip region so they can be worn with actual gunboats.
I kind of thought engineer vs medic would work. I mean, they're the two only classes who would be considered 100% support. Also, something possibly new to be put on the table.

How about the Engineer vs Spy vs Pyro vs Scout vs Soldier vs Demo vs Heavy vs Sniper vs Medic update?
The prize is gunboats for the class that wins.
I can already taste the gunboats for the Sniper.
The thing with having a class war-based update is that the 2 classes chosen are going to absolutely dominate the servers in terms of population.
Soldier and Demoman already were dominant in population and was not a major change in terms of player experience but Sniper vs Spy was a definite concern at the time. It was so much of a concern that they changed weapon distribution to be entirely random and never added achievements that rewarded players with the new items specifically to avoid stacking those 2 classes (at least until outcry made them add some to fill the void).
You'd be hard-pressed to find a less annoying or lopsided war matchup than soldier vs demoman.
Make a war between Medic and Heavy...
Just so Medic can get another unlock by cheesing his way through kritz pocketing Soldiers and Demos to destroy Heavy in any way imaginable.

More like Lockdown vs Papermache
Under no circumstances would you want to see a server population dominated by most classes.
Scout/Pyro is frustrating/annoying until you put shit on heavy/engineer lockdown at which point [i]no one[/i] is having fun.
Heavy lockdown is just a fucking blender with bullets instead of blades.
Engineer lockdown is entire impenetrable or a joke depending whether it's on defense or not and map layout.
Sniper/Spy don't get all that much done for their teams and things turn into a boring stalemate when 1-2 people can't carry the whole team.
Demomen lock map routes down unless you manage to force them out of their comfort zones.
Soldiers are kinda whatever unless it's a chokey map.
Medics is kind of hilarious but ultimately will all latch onto one chucklefuck and keep him invincible forever.
None of these options sound all too appealing outside of Soldier vs Demoman, and that's assuming it's on a good map unlike the usual meat grinders.

Heavy probably beats pyro 100 to 0.
I mean you're running at someone with a minigun with a flamethrower.
There is something to be said for 3 pyros spamming crit flares at a spun-up almost-stationary heavy.
And that something is, "[I]God fucking damnit, I can't do shit against these stupid Pyros! They just spam flares from outside my effective range for tons of crit damage! Grrrrgh!"[/I]

This seems more to be a way to supplant the lack of PREC support in Competitive Matchmaking than the comeback of the Replay feature tbh.
