Not possible, the game can only render so much and adding another slot alone would probably kill performance, let alone allowing multiple badges
The best option is just to expand the action slot

I like the idea of a little horn going "duh-duh!" whenever you press the action key for badges, but the current class's "Go, go, go!" command would be superfluous and a waste of an opportunity as you can already get that by just pressing z - 3 or your equivalent.

honestly ive been throwing this idea around for ages and i saw it on the reddit the other day, just have ugc medals and stuff as an option to display instead of your tough break badge, very visible and doesn't kill performance or require too much extra work
Additionally, if you could equip badges in the Action slot, equipping a Dueling Badge (while also having dueling tokens) could activate the token in the same way that just equipping it normally would

I realise this was already mentioned but I want to frame this slightly differently.
The difference between a class like demoman with stickies and a heavy is that, although zoning traps exist to slow people down, they can be cleared/avoided relatively quickly and traps meant for picks allow the defending team to then make a counterpush. A heavy/engineer is a constant piece of area denial which prevents soldiers from bombing/scouts from walking in and takes significantly longer to deal with because there's spam from a difference.
The best way to deal with teams running heavies in many situations is to kill e.g. flank classes to have a numbers advantage when fighting the heavy because focusing him takes too long (outside of advantage pushes onto last where your players are ubered and have more flexibility on what to focus).

the problem with that is there are tons of medals for various leagues and divisions and I don't think anybody knows all of them by sight alone when its on the scoreboard.
The original reddit thread was suggesting it mostly for comp matchmaking.

Nothing against krunchy but in the video he literally says he made the joke first accompanied by "evidence" of a twitter post
I made a video about a duck loadout months and months back but I never once took credit for it and I felt bad when someone was accused of taking it from me, krunchy might be joking about being the first but it stirs more trouble than it does laughs by saying he made it

I'd rather have regular Highlander added than restrictions be put on the current 6v6, which is a good format for open classes. Which actually makes me think that 4v4 with class locking would also be nice as a sort of alternative to 6v6 for the 6s players who want the dm focused gameplay of league 6s. I think having a koth focused 4s, 5cp and koth open 6v6, and Attack/Defend and Payload focused highlander in official matchmaking would hugely benefit competitive because it would give almost everyone an option to play what they prefer. Because no matter how much you tell people they shouldn't have a main and should learn all the generalists, they're more likely to write off matchmaking than actually do that because they won't have much success full time offclassing in 6v6. Likewise those who enjoy and want to play in the dm focused environment of 6s should at least have a similar option with playing locked 4s on koth maps, especially ones like koth_airfield designed around 4v4. Giving as many people as much choice in what they can play is important going forward, and is going to be necessary if Valve wants matchmaking to really draw in and retain as many people as possible.

As everyone already knows, the Concealed Killer case sounds like it represents Spy, and the Powerhouse case sounds like it represents Engineer. Warbird case is for Soldier, Pyroland case is for Pyro. I wonder if this is intentional, and if so, does that mean the next two contract cases are going to represent another two classes?

Craftman Collection, not Powerhouse.
I think those that were looking for signs of an upcoming Spy vs Engie update, or any sort of class-themed hint in the names and themes of the weapon cases, were generally clutching at straws.
Concealed Killer skins are very much military-green camo-pattern skins - they really don't have much to do with the Spy; if anything, they're more Soldier-oriented.
Powerhouse collection is about turbines, electricity, sparks, and all that electrical-power stuff, there's only a very cague connection to machines, gadgets and engineering. Certainly not enough to really call it Engie-themed, it's obviously themed around Powerhouse the map being placed in an electrical powerplant.
The Warbird collection is themed around paintjobs on WW2-era military planes, many of them US/Allied, which might sound like a Soldier thing. But how do you explain the obvious Luftwaffe and Soviet (Red Bear) themed skins?
Pyroland's the only one clearly based around a class's character.
Sometimes we just read too much into things and try to look for patterns and hints where there really aren't any. Reminds me of how people interpreted the Uber update as ''Medic Update 2'' (because it included the MtM short and 3 weapons for the class among 15+ others) and Pyromania as ''Pyro Update 2'' (because of MtP and Pyrovision) and claimed that we were in for a second round of supposed class updates (Since Medic and Pyro were the first to receive their own class updates).

I'm fairly confident that the last several recent updates we've had were the fractured remains of spy vs. engie. They were working towards it, deadlines slipped, roadblocks came in, and they scraped together gun mettle + tough break to salvage what they could.
Same thing with the macabre web and autumn skins. We were probably going to get those for halloween, but issues came up to where the TF2 team couldn't finish them in time so they scraped together what they could for the halloween 2015 update, then released the skins we should have gotten for halloween at christmas time.
In other words I have absolutely zero confidence we will ever get spy vs. engie, because we technically already got the pieces that valve actually finished (i.e. contracts, craftsman/concealed killer cases, etc.)
why the hell did we get an aussie ambassador but not a revolver?
