It needs to be an SPECIFIC account which has access to the old versions.

The Version "0" could be from 2006 as that means back in 2006 it should be Leak/Piracy.

You need to download a depot version, not an app version.
In theory, DepotDownloader.exe -depot 441 -version 0 -username etc -password etcetc would work.

If I understand right this version is older than the first released beta but I might not understand right
So I'm downloading it with the DepotDownloader.exe -depot 441 -version 0 -username ********* -password ********* command, it looks like only the stock maps are downloading, so that's promising.

Is there anyone with Steam Guard turned on that can get this to connect to Steam3?
It's downloading release zero for me right now, and I have guard turned on on steam.
Just a heads up, it would be inadvisable to attempt to run what you download. It will almost certainly not work properly. The average player will gain nothing from this but disappointment.
This very, VERY broken build of Team Fortress 2 is fit only for dissection by way of CFGscape and other utilities. Getting it to a working state would require more work than it's ultimately worth.
I finished the download but it's missing the materials folder. Is there anyway to try the download again and only get that folder?
