yeah, i was just in a server with someone who found the tough stuff muffs. probably the first hat drop i've seen in over 2 years. i guess they came back in a recent update?
I found the Pyro's headwarmer item during Scream Fortress 2014, so I really doubt hat drops ever left.

The drops apparently stopped in early 2015 sometimes (if I remember correctly, someone did an analysis of existing TF2 hats in scanned inventories and such, and realized that pretty much all dropped hats originated from before a certain date in early 2015).
Honestly, I haven't had a single hat drop in well over a year, and I haven't seen a single hat dropped in a server in almost a year now, I'm sure of it. Same goes for every active TF2 user on my friends list I've talked to, as well as loads of people on TF2-related forums.
It's 90% certain at this point that random cosmetics drops are gone, or they must be extremely rare (on a global level, not just for individual players) if they actually do still occasionally drop for a lucky few.
I found a Raindoonicorn a few hours ago, hat drops are back it seems (did ref drop below a certain quantity?)
Hat drops were gone for at least 6 months. I saw someone get a hat drop earlier today so I'm pretty sure they're back. Not sure why they left or were added back in, though.

Probably to increase the value of ref as it would be the only way to make hats (apart from combining two hats)
There's barely any incentive to craft hats when they haven't added anything new to the craft list in at least a year.
Chemistry sets were a great idea until they just... stopped doing them for some reason??? Probably because they didn't make enough money off them, God knows.
I was doing some metal trading for a bunch of cheaper, older (2010-2013 era) cosmetics in the last few weeks, and either the amount of people actually trading away such hats has subsided, or their supply has grossly dwindled, perhaps due to the lack of new drops and these crafts hats getting used up in crafting.
I was surprised how hard it was to find some of these older hats being up for trade.
I guess the hat drop experiment failed, or they got their desired increase in worth.
Nice to have them back. It always brightens up a game to see a hat drop and everyone start congratulating the person in chat.
Also they started dropping again on Australia Day. Which is probably just a coincidence.
Do chemistry sets still drop? Ive never seen anyone find one in-game since the day they were released. Is their drop rate just insanely low?

I think that Collector's sets might still drop, although they're so rare I've never actually seen it happen.
Such a sudden change in the drop system... I have the feeling that we'll be getting something today.
EDIT: I mean it has been an entire month since we got "something".

Apparently they're as rare as Series 30 crates used to be (I used to play a bunch of TF2 during this time and I've only ever seen one drop and it was in a trade server), which means a lot of players will never see one drop, let alone get one dropped.
All I want is new crates that aren't cases.
Ones that don't have the Tiers Bullshit
Honestly requiring a Chemistry Set to make Collector's items is kinda bullshit, if you've gone through the trouble of getting 200 of one singular item then mashing them together one at a time in the craft screen I'd say you've earned it

I bought a few Collector's chemistry sets in 2014 when they were still very cheap, and assembling them was [I]hell[/I]. It took a few hours to make just one, even with the help of Scrap.tf.

It took me weeks to get a Collector of my own, that was enough trouble on its own. I remember being mocked at for being so slow at collecting Axtinguishers.
Besides they don't even make Chemistry Sets/Strangifiers anymore.

Because if it isn't going to generate immediate revenue or isn't gamebreakingly huge it likely isn't going to be something they bother with. We may get some fixes and optimizations with major updates but it's seriously unlikely that they'd ever give TF2 a major update (or even one with a blogpost) that is wholly dedicated to fixing bugs, inconsistencies and improving performance.

We have cases and Valve's general new monetization model to thank for the lack of new craftable hats and promo items as of late. Love and War was the last time any craftable hats were added and Smissmas 20114 was the last time the TF team shipped a traditional update. The Limited Late Summer pack, Smissmas and EotL all were justified in not having craft variants because the items were limited in the case of Late Summer and Smissmas and community specialties in the case of EotL. Now that we have rarity grades and cases for cosmetics I think it safe to say that we'll never get any new craftable hats again. Likewise the old way they did promos is gone, as is evident with the Batman stuff that is, with the exception of like 3 Genuines, completely limited to the Mann Co. Store, whereas before Valve released Genuines to people who preordered, put the items on the store [I]and[/I] made it craftable. Again, Valve has become more profit driven than ever in the last 6 months or so. I actually really wish I had time to bring up smaller stuff like this in the video I did. Oh well.
At this point don't expect to see any deviation on the part of Valve away from their new system. Craft hats are dead. Craft numbers are dead (except in the rare chance of another Invasion accident). And from here on, more stuff is either going to be exclusive to cases or exclusive to the store. The only way it is going to change is if the community riots about it which, based on how they mostly just sort of passively bemoan new systems but don't actively try to protest or bring their discontent to the attention of Valve. Me and my friends have been trying to do that lately, but the majority playerbase isn't, and as such, it's extremely unlikely to see any change any time soon.
