It means it was made before August 27 2004, when the project got reset. I have no idea what it has to do with TF2 though
It was a joke Wickedplayer made in relation to Matchmaking I believe. He made a post about it a few months back after everyone had no clue what he was talking about.

Those happened in yesterday's patch, to distribute the new keys to everybody involved with the crates and cut maniac out of sales revenue for a bit while he works out whatever's going on with him.

Here's the long con: submit items to the workshop, get them accepted, discreetly hoard copies of your item, then fake your death so they get removed from crates and secretly sell them when they spike in price.
Why the FUCK haven't they done more MVM shit, but reverse the roles? Instead of defending your base while the robots invade, why not invade the robot/Grey Mann's base?

I've actually been working on a game mode kinda like this except with more of a focus on rocket-jumping. Half jump map, half MvM. Quick-Fix medics and Soldiers/Demos mainly (though Engineers are welcome to try) so they can scale big gaps of complicated architecture with intermittent breaks of killing bots. I'm gonna reach out to the Stop the Tank! guy(s?) and see if I can look at their code, as I think I could fudge a playable version on a multi-stage CP map with forward spawns as a proof-of-concept before trying to actually model the maps I've drawn.
edit: I'd like to work in stuff like the shootable switches in jump maps too so there's progression beyond "move forward and up and kill bots when you land". I dunno how robust TF2's trigger system is but I hope my experience making Doom II maps carries over :P

The stairs here were really annoying. You would run up the stairs and the tiny top ledge would suddenly stop you and force you to jump over it.
It's really wierd that they would remove the items and make new keys just for something that can be fixed... I had problems with my bank like 2 years ago, and Valve just hold on the money for a month and gave it back to me with the next payment.

Between this and the sniper hazmat, i'm under the assumption that there's new blood updating tf2 and they aren't used to how things are normally done
(not that i'm complaining, all the item updates have made 2016 more interesting than half of previous years)

I can see them, full of optimism and plans how to make TF2 great again... and then they see the mess, the unkept code full of dead ends and hats. Within a month they are spinning on their chairs, talking to a potted plant and thinking what they can and can't add to not kill the code - a situation similar to a full trash can, you just carefully add things so they don't fall out and you don't have to take it outside to a container
