paint was never initially an issue back when hats were the farthest they could be used. but that became repulsive with the introduction so many misc cosmetics and unusual effects

After Eight usually works for miscs where paint is oversaturated to the point of making Lack of Hue ugly. Color 216 often works great as an off-white on items with low paint saturation, too.

OK so assuming you're posting these here for improvement...no judgement: what are you trying for here? I know people often put loadouts together with what they have instead of putting loadouts together of what they want, and it seems to me like that's what you are doing here, and I don't think it looks great. I think you use too the Tomb Readers too often. It doesn't fit any of these loadouts as is. It may work on the spy, but I don't think you should use it on things like the heavy or the scout.
Individually:
-The sniper has a lot of potential, but even thought the gray of the sniper rifle ties together with the gray of the bandanna well, it doesn't mesh well with the rest of the loadout. What if you painted your chest gray as well? I think that [url=http://puu.sh/mmp8o.jpg]looks pretty good[/url]!
-The spy is using both the softest looking cosmetic (Col Roule) with the hardest looking cosmetic (Lurkers), and this contrast can work, but I think it clashes right now. Maybe if the Tomb Readers were replaced with a fitting hat? It's going to be hard to match things with the extremely bright Team Color'ed Col Roule. It's very hard to do anything with Team Spirit on the spy (it's too saturated); I think it looks best without the Col Roule entirely: [url=http://puu.sh/mmmV7.jpg]Example[/url] (I [I]love [/I]the simplicity of this) or with [url=http://puu.sh/mmmYo.jpg]an unpainted Col Roule[/url]. -The soldier I think has too much going on. The pot doesn't really go well with the winter stuff. I typically avoid winter cosmetics because they don't look that great outside of winter maps and there's not much you can do with them thematically.
-The pyro... what if instead of the tuxxy you used the pyro's formal wear thing? I don't think the attendant goes well with the tuxxy (thematically and chromatically), and again the Tomb Readers are unnecessarily put on top (there's nothing wrong with 2 cosmetic loadouts!)

This is a well put together loadout, but I don't think the hat works with it as is. Paint is expensive, but I think the hat needs to be painted a dark team color to mesh well. That's Valve's fault, IMO, but it would take The Value of Teamwork to make it look [I]solid[/I].

I see you have a Voodoo Juju. I had one too, then I sold it along with most of my old hats and now I have enough refined to buy one or two of my dream loadouts for every class. Keep that in mind.

I can easily ditch the glasses like you mentioned, but the bow-tie+necktie combo is a tad too silly for my tastes plus it clips a lot too. The tuxxy clips a fair amount too, mind you, but its easily disguised at longer distances so the glitchy bow-tie is covered by another bow-tie, and not 2 separate types of ties. I could easily use a mod to remedy this, but mods are mods, other people will still see the buggy-mess.
-I will admit i am guilty of using the Tomb readers in place of items i'd like to have, i still feel it works as a decent placeholder until i finish the loadout. This is what i'd like my heavy to look like in the future:

Aw wow I never knew the Attendant had a bowtie too. That sucks. I don't know what to do with that set of items then, but I don't think the Tuxxie's white-ness meshes well with the Attendant's drab anyway. A similar civilian look might be something like this, but it doesn't use any of the original items :( :

I'm personally just not a fan of that track suit. IMO the tracksuit is only useful for slavscout loadouts, but eh.
I think those glasses and hair would go pretty well with one of the preppier ones, but I also think it would work best without it entirely. The Tomb Readers feel to me like a different kind of pretentious than the preppy style the scout gets. The tracksuit sorta works just with a basic loadout like below, but it feels inoffensive. Wearing Raybans with the scout may feel stereotypical and uncreative, but I think it fits Cool Scout's style a lot more and not that many people own them anyway. That aside, I just discovered that the scout gets fuckin Wingtips and that's rad af. Since you already own it, you could also just use the Triad Trinket (I did this for a while)

I like that alternate soldier a lot. The tan paint works really well on the chest cosmetic, so I think you should follow it up with the same color paint for the hat there! This way the hat ties in with the sleeves and shirt and the band ties in with the tie! Pleasing af. But remember, the soldier's main weapon obscures almost his entire loadout (it's for this reason I'm doing my cowboy soldier instead of my sailor soldier, and why I want to make [url=http://puu.sh/mmrEO.jpg]this some day[/url] to tie the rocket launcher in with the rest)

I agree, heavy looks good without the glasses and that eventual loadout (expensive lol) does the theme even better.
Spy looks good. I like that you matched the sweater to the hat's band, but that red is way too bright IMO; to each his own and it kinda reminds me of Carmen Sandiego anyway. Just don't forget that the Lurkers's Wasteland style is already black and the Col Roule unpainted is already "Balaclava"! I bet if you got Spats and painted them Team Spirit too it would look great anyway (expensive!).

I think the loadout would look better unpainted and that Support Spurs would be more fitting than Archer's Groundings. Even then, The Hat with no Name (1 ref more than Brimful) beats out most cowboy hats in the game now (below). To answer your question, if you must use your green cosmetics, I do think it is necessary to have green boots too for color unity, but I don't think any of the boots in the game actually look good painted green. Maybe Teufort Kickers:

The Brimful of Bullets is just an awkward silhouette IMO. In this case, I think the AWPer is too "high tech" to really fit with the loadout. Nonetheless, there is a skinned sniper rifle that seems to fit that color green better while still meshing with the rest of the loadout:

It's very awkward helping people with painted cosmetics, because the paint is lost value (if going to resell) if someone wants to tell them that their aesthetic is weird.

The pyro set isn't really going for a "civilian" look, its more like a butler or somebody who cleans up the mess afterwards. It matches my play-style where i tend to stick to other power classes as best as possible to help them out if possible. Retaining that theme is kinda hard with the oddball categories that most of Pyro's cosmetics fall into.
The scout suggestions are nice, i'll defiantly consider jumping over to my trinket instead of the track suit, but i really don't like the gray-banns at all, they're just too dark for my tastes, and paint makes them look dorky as hell.
Soldier suggestion is nice, but id prefer to retain soldier's dark helmet color for the hat if at all possible, either with a neutral after eight or even eventually getting a team colored paint for it. The idea was to balance out the darkness of it with the waterlogged painted coif, to add more team subtle team coloring without being too obnoxious.
As for the spy, i dunno if you knew, but the Col Roule actually isn't balaclavas by default, its actually a rather strange color on blue team by default:

A Hat to Kill For feels like cheating. Anyway, while I'm super picky about color unity, I like that soldier and I can see why you'd like to keep it darker. Oh and by the way, you don't need to drop all that money on the Waterlogged suit for the Soldier. Tan looks almost exactly the same.
I think you can't really do wrong with the Triad Trinket, Greased Lightning, and any third cosmetic. I would turn off the headset though.
